Things appear to be changing. Tom Wasik has presented several sessions at recent SHARE meetings on native job scheduling functions being incorporated into JES2. I'm not sure that Tom actually said so, but I imagine that this function is aimed at JES3 shops who are reluctant to convert to JES2. Nonetheless the new function is available to anyone. There is quite a bit of built-in intelligence that cards stacked in a reader could never provide. You need to get to z/OS 2.2 or better to get full function, but it is being rolled out.
