Well, DAIR was invented for TSO and required TSO calling parameters when 
invoked. (PSCB, UPT, etc).  However, MVS introduced one address space per TSO 
user (no TSO regions) and the distinction between TSO users and other job types 
became blurred.  This included DYNALLOC which was/is not dependant on TSO 
control blocks.
