I have no access to the RFE, but, if you follow the installation instructions correctly you should not be able to write to a tape without rmm knowing about it.
IFAPRDxx is simply a way to identify you have a license, it is not how you ensure that rmm is in control for all tape activity. IEFSSNxx and the definition of the subsystem starts to tell the system you want to actually use rmm. Adding EDGSSSI to that subsystem entry, or starting the started task, tells rmm that it MUST be in control. Prior to that the system allows tapes to be used without rmm knowing. The documentation for rmm implementation or migration to rmm should have made that clear.
