The behaviour I recall seeing in batch environment is that when a new GDG dataset is being created, GDG base is being ENQ'ed exclusively. For any other job attempting creation of another dataset per the same GDG base - this base must be *IMMEDIATELY* available, or the second request will be failed on some JCL error, not being waited upon for base availability. I think I've seen something like "DATA SET RESERVATION UNSUCCESSFUL", or alike.
