In turn, I'd expect that prohibits program objects in SYS1.LPALIB.
Much of the PDSE code lives in LPALIB. This precludes the use of
program objects in any IPL-time LPA list data set. The use of the PDSE
started tasks (SMSPDSE and SMSPDSE1) are secondary to being able to
build PLPA to begin with.
