Fallback and coexistence PTFs for lower levels of system software
tolerate changes in persisted data made by higher levels of system
sofware. Although you can back out all the software changes, you cannot
as easily back out the persisted changes.
For example, if we change the format of a catalog record, or introduce a
new record type, the lower level of software will not process the
catalog correctly unless you put the fallback/coexistence PTFs on before
using the newer software level.
We highly recommend that you put on the fallback/coexistence service.
