It depends on your shops standards.  How you roll out Sysres updates.  And what 
tools you have available.

ONEPAK21/TWOPAK21 jobs. These are updates to the ONEPAKZD/TWOPAKZD jobs and can 
be used to create a "rescue" system from a z/OS 2.1 driving system.

That might be a good starting point

You may have access to other utilities like DFDSS, FDR Dump/Restore, and 
several other tools.


Each shop has a way to build Sysres sets.  No one set standard.  Even IBM has 
recommendations of what might work
