IIRC IBM does not support SFTP, which is a third-party product. They do support 
FTPS, however, which is fine if your proxy understands TLS.

Is sftp a possibility?  It's generally more firewall-friendly than straight 
FTP.  I get as far as:

    502 $ sftp testcase.boulder.ibm.com
    Password Authentication
    Password: ?????

Does IBM publish a quasi-anonymous password, or support a public key?
