Indeed, I don't think that's what the OP is (mostly) looking for, but Pivotor 
is written in Java and can store the extracted SMF data to DB2. The combination 
of which was part of my original attraction to the product. 

But it appears the OP wants a more general purpose SAS code replacement option.
