Again I'm somewhat guessing but I'd assume any promotion (BLK, ENQ, CRM,
LCK, SUP).  I only mentioned local lock because I saw the additional field
of SMF99_HdLockPromotion_Time_at_PDP and  SMF99_HdLock_Time_at_PDP_Using.
Hopefully someone with more expertise than me can confirm.   Or if you're
seeing higher values in these fields you can check the PROMOTED fields in
the RMF workload activity report to see if they correlate.
