While I have no doubt that a lot of them are unskilled, I see a lot of scare 
quotes in, e.g., wiki, that have no obvious rationale. If anything, it's the 
word "onerous" that should have been in scare quotes. Certainly if there really 
were a shortage of skilled personnel then requiring a minimum salary of $100K 
would not be onerous.

As to the bill itself, I'd be happier if the president just enforced existing 
health, labor and safety laws, but I won't hold my breathe.
