In that case, check in zSecure option SE.0 that 'TSO SUBMIT' is not used.
Also check ....SCKRCLIB(CKRESUB) these line:
"SELECT CMD(ALLOC FI(CKRSUBMI) DA('"workdsn"') SPACE(1 1)",
