If it is SMS-managed, the manual indicates that you can only add nonspecific volumes to non-VSAM data sets, that is, ADDVOLUMES(* * * * * * * *) to add 8 candidate volumes. However, my experiments issuing the command with a specific volser did not generate the same message as you received, so I'm not sure that's your issue.
