Let's assume REPRO IDS(PS.FILE.SORTED) ODS(VSAM.EMPTY.KSDS)
IMHO the result is the same as with VSAM not empty, but with no
conflicting keys.
Of course initialized VSAM file precludes use of SPEED during load.
