IBM Personal Communications and IBM Host On-Demand both include terminal
emulation display, keyboard, and processing support in right-to-left
languages including Arabic. If you don't like one, try the other. When you
license one, you get the other, and vice versa:

If you don't like IBM, then Rocket Software might have something to offer.
Rocket reports that their BlueZone terminal emulator supports one
right-to-left language: Arabic. More information here:
