Well, I found out that the ICHRCX01 exit can be used for this, but I think that 
sort of defeats the ease of use in having RACF do the work.

I think I can use my original idea of setting up the volume pools as DISALL 
should do what I want for the pools I want no read or write access to at all, 
and DISNEW for the ones that we don't want them to add new data to.  I was 
hoping to be able to use RACF for the in-between area of disallowing updates 
but maybe that won't be an issue for this site as they can't update these 
particular datasets from either LPAR under RACF.

I need to do some more research to be sure.
