I think you might actually have an issue that I have heard about but never experienced.
Can you describe the exact link between the two locations (sender and receiver), what type of end points are they? Are you using VIPAROUTE and/or XCF links? It would be most helpful to have a copy of your TCPIP profile, FTP|FTCDATA and TCPDATA settings, as well as the VTAM setting for your OSA card. Are your OSA cards set to MPCLEVEL=QDIO? If you would rather not post them here, you can send them top me directly and I might be able to point out where your problem is (if it's not in the hardware between the two points). The fact that trace causes you to increase the throughput, seems to be an indication of the buffers being way underallocated, possibly someone made a change between your old and new system and left them off or set them to zero. IT could even be a problem with your OMPROUTE setup, but that would not tend to be affected by having started trace. I was certain that it was your hardware until you posted about the trace.
