In short, your DEVSUPxx should have been coded like this:

NON_VSAM_XTIOT=YES,
COMPACT=YES,
MEDIA1=11,
MEDIA2=12

...rather than like this:

NON_VSAM_XTIOT=YES,
COMPACT=YES,
MEDIA1=11,
MEDIA2=21
