I didn't look it up, but I don't think you can get 0C4-03B if in AMODE 31 unless you're dealing with some instruction that is not sensitive to the AMODE when deciding which bits of a register or control area to use for addressing (and I don't know if there are any such instructions, but I haven't scoured the architecture).

If they have room in the display for 64-bit regs, why not just display them? Perhaps (for some strange reason) they don't capture 64-bit regs for AMODE 31 events (not that I'd like that answer) and the asterisks indicate "data not available".
