Oh wise time keepers!
We are going to power down the datacenter so that electricians can make massive
changes to PDUs, etc. Power off is projected to be 6-12 hours.
My question is this:
Doesn't the CPC (in our case, a ZEC12) maintain his TOD clock in the SE so that
when power returns, we can use that time *until such a time* as we are able to
connect through the network to an ETR server an allow the STP to sync with the
ETR?
Is my understanding correct?

Short answer: everything will be OK.
Long answer: it depends.
1. Your machine is not very old, so the batteries will provide enough
power for internal clock. Otherwise it will be zeroized. CAUTION!!! The
same could happen to crypto cards!
In such case you will LOOSE crypto card!
Circumventions are available below.
2. Do you use ntp (network time protocol)? If yes, the ntp will adjust
your clock to official time. Of course when the time of internal clock
differs significantly from UTC, then time for adjustment will be long,
but then you can adjust it manually and then rely on ntp. This is still
bad scenario, but even in that scenario there will be no big harm.
Circumvention: just connect some cheap power supply to the machine AFTER
it is powered off. Note: even powered off machine consume some residual
power. Do not switch off red (orange actually) switch.
