Yes 3590 is generic rather than an esoteric that you can define at your
site.

If you are just referring to the data set with DISP=OLD or DISP=MOD, and
not specifying "UNIT=", the system will assign the output device based on
the catalog entry.  This was helpful when my previous site converted from
3420 to 3480 because we had created our tapes with UNIT=TAPE and when we
converted to 3480, we just changed the definition of the TAPE esoteric to
be assigned to 3480 devices.  New volumes were mounterd on the 3480 and
cataloged to 3480 D/T.  The volumes that were previously created with
UNIT=TAPE on 3420s were mounted based on the catalog information, so the
conversion mostly happened via attrition.

If your JCL is specifying the generic name, and you have an allocation
management product, you could probably override the device type with that
product.  If you don't have that kind of product, IBM gives you a chance to
update the generic
