Well that's odd.  Can you cut/paste the content of file /Z23A/usr
/lpp/smp/classes/com/ibm/smp/GIMJVLVL.properties?

Its empty in my z/OS 2.3 system
and z.os 2.2 has this

GIMVER=3
GIMREL=06
GIMMOD=0
GIMPTF=097

The V2.2 content looks right, but empty on V2.3?  That's not right and
certainly would cause the null pointer exception.  Not sure how your
file is empty.  Are the other files in that directory also empty?  For
example /Z23A/usr/lpp/smp/classes/com/ibm/smp/GIMJVCLT.class

No others are populated.

I can only think that maybe some PTFs applied to that directory failed. I dont 
remember this happening tho.

Is it possible to populate the properties file with correct GIMxxx information ?

Sure its possible, but I don't recommend it... I wouldn't trust the other files are populated properly. Its possible you had an APPLY PTF failure, but I'd hope you would have noticed that.
