SASN=NEW does not "inhibit" anything. I think the OP should consider re-reading what secondary means. It basically means to pay attention to the secondary ASN (in control reg 3), whatever that is.
It has nothing to do with a "caller's" environment other than that the caller of course has a primary ASN and a secondary ASN so secondary has the analogous meaning too.
