The ISV didn't supply source code. It was in a parameter library.

Unusual for an ISV to supply source code. We manage our source using SCLM but 
ship SMPE format, object plus MACLIB source etc.

For what it's worth, I would use SCLM for this. Just build a simple project 
definition with test/prod levels. If the source should ever be changed by the 
ISV and supplied to you, you have a tool to implement change nicely.
