Let us not forget one of the fun cases: exit code which exists, but because of external circumstances, is ineffective: for example account number checking when the idea of chargeback has been dropped and the check now allows anyone to use any code, or an exit which uses RACF to check on something and the profile has been changed so that UACC allows everyone to pass. So your exit is invoked, MAY not be needed, but requires further work to check.
