Thank everyone who helped.
The trick was that IZUPRMxx was NOT READ during startup.
I had IZUPRM='PREV', but no IZU= entry in IEASYS.
In effect IZUPRM00 member existed, I added PLUGINS entry, but it was not
read during IZUSVR1 startup.
I fixed it. Now the icons are not gray, but I lack some RACF ZMFAPLA
resources, which I'm going to fix.
Another question: is it possible to enable such plugins without zOSMF
recycle?
I'm curious about Import Manager features.

I want to use Network Configuration Assistant, however the icon is
gray and plugin unavailable. Uninstalled task - IUZG437I.
I tried to use Import Manager to import this plugin. It ask me about
property file. I have no idea what to provide.
Neither online help, nor RTFM helped me.
Any clue?
