When IBM broached this restriction at SHARE a few years ago in a closed technical session, I was verklempt. We had several LPARs way smaller than the proposed minimum. IBM's argument was that a potpourri of pesky problems were found to stem from puny LPAR sizing. As it is we've had no trouble meeting the minimum on our current boxes.
The amount of blood, sweat, and tears squandered on size-related problems was far out of proportion to the cost of some extra memory. . . This has been true for several hardware generations. AFAIK, this memory size if fixed and cannot be changed. This has nothing to do with the OP's question.
