I concur with Dave. With all usercats being shared with each mastercat, then those mastercats are, for the most part, also alternate mastercats, effectively eliminating SPOF. The only caveat would be if the mastercats having different datasets cataloged directly into them. Also, go with indirect cataloging! :-)
