I would have assumed that "SELECT WHEN" would be processed into different things internally than "IF/THEN/ELSE", but your evidence would imply otherwise... it implies that "SELECT WHEN" is perhaps pre-processed into "IF/THEN/ELSE" statements before "compiling". Either that, or someone tried to write one themselves and it wasn't very good....
I wonder if IBM has such a tool? If they do, perhaps your client can convince IBM of the need to help them out?
