The train for z/OS-provided Fortran, Cobol, and PL/I mappings left long 
ago. 
I see no realistic possibility that such mappings will be provided in the 
future.

its output to be as awful as it once was.

In my opinion, it is just as awful as it always was, unless you like 
having no comments. And it is impossible for the tool to do a good job 
because the assembler cannot in various cases be reverse-engineered to 
appropriate C constructs without the "I know what you were trying to do" 
psychic ability.  This is why the mappings to be provided by z/OS are not 
derived from the assembler.
