Ron, I read your OP that you wanted a single record per PO. As your sample shows each PO as a duplicate, SUM FIELDS=NONE would give you just one record per PO, and you can use INCLUDE to filter that to any 100 records you want.
Based on my reading of the requirement SUM FIELDS=NONE would work. What am I missing?
