Without using SYSLIB MIGLIB(user.miglib) in an active PROGxx member, you won't be able to remove SYS1.MIGLIB from the system. A quick read of the doc seems to imply that you can issue a SET PROG=xx command to add it, then remove SYS1.MIGLIB, but I wouldn't do it myself.
