My response is the normal one: open an RFE and make your case.

In the absence of such a service, you may do what the debug tool does, 
which is to make the suitable updates according to what the architecture 
requires. And yes that would require being in key zero.

If you are going to ask that the service be callable, please explain why 
in the RFE, since "callable" has connotations (including a linkage stub). 
As opposed to, for example, a macro or even a suitable sequence of 
assembler statements (which might end with BASR or BASSM).
