I just set up z/OSMF and remember the answer to this: MEMLIMIT parameter needs to actually work. This can be controlled by SMFPRMxx and/or SMF exits. You probably won't get any messages from SMF when SMF sets your limit too low, by ignoring what is coded on your EXEC statement.
My test system works with SMFPRMxx parameter MEMLIMIT=350M.
