The CICS module goes first because it's needed to provide support for the CICS VR addresspace. The CICS version of the module is MUCH bigger than the delivered one from SMS and contains all of the logic from the SMS copy (which does almost nothing as it's only about 458 bytes long) and adds to it the code necessary to support the CICS VR address space.
