Actually, it probably does not need to be repaired, and IMO is almost certainly 
NOT your problem.

However, if you want to fix this:

Dump all logical datasets on volume.
Reinit volume
Restore all logical datasets.

Probably more work that it is worth.

There is /was a program available from IBM. Not sure if it would correct this. 
Google or search IBM for VVDSFIX
