You are mixing a problem that can happen from adding a single APAR at any time. 
 It's not really applicable to the length of the (long or short) JUMP.  A stand 
alone LPAR (which this OP has) is not going to be incompatible in a way that 
makes installing an intermediate level make any sense.  Even in your case, it 
was something that you accidentally added to the new system without first 
having that support on the old system.  Unfortunately it can happen, but that's 
what the migration guide(s) and due diligence are for, and sometimes even that 
can get rained on by IBM.  I didn't say that they guy should blindly jump into 
the newer release without making sure that he addressed all of the changes.

In your case, it really didn't have anything to do with the length of the 
migration jump (i.e. N+anything), and it's unfortunate, but that kind of thing 
can happen just putting on next month's put tape or the next RSU.  It's 
something that you have to be wary of, but installing a intermediate operating 
system between 2.1 and 2.4 would not have changed the outcome of your problem 
in any way.
