Frank is right. IBM z/OS Debugger's Standard Mode supports 64-bit
applications, and any of the following products should address Joseph's
stated requirement since they all include license entitlement to IBM z/OS
Debugger's Standard Mode:

IBM Debug for z/OS
IBM Developer for z/OS
IBM Developer for z/OS Enterprise Edition
IBM Application Delivery Foundation for z/OS

Please see this matrix for reference, particularly the "Standard Mode" row:

https://www.ibm.com/support/knowledgecenter/SSQ2R2_14.2.0/com.ibm.debugtool.doc/common/dcompo.html

IBM Application Delivery Foundation for z/OS is not called out in that
particular matrix, but ADF for z/OS includes everything, and much more, in
IBM Developer for z/OS Enterprise Edition. Here are the IBM program numbers
for all four products (current as of the date I'm writing this):

5655-Q50 IBM Debug for z/OS
5724-T07 IBM Developer for z/OS
5655-AC5 IBM Developer for z/OS Enterprise Edition
5655-AC6 IBM Application Delivery Foundation for z/OS

Except for IBM Developer for z/OS, these products are orderable via IBM
ShopZ using their IBM Program Numbers. For IBM Developer for z/OS you would
order via Passport Advantage channels using the correct Passport Advantage
part number(s) for whatever specific license(s) you're trying to obtain.
The most popular Passport Advantage part numbers for this product are
probably these two:

D0PZBLL Authorized User License + 12 Mo. Subscription & Support
D0PZELL Floating User Single Install + 12 Mo. S&S

There are other part numbers available for trade-up licenses, term
licenses, S&S renewals, and S&S reinstatements. For example (and since
Joseph asked in another thread), the Authorized User subscription renewal
part number is E0DWPLL, and the Floating User subscription renewal part
number is E0DWQLL. If obtaining price quotations in the United States, in
U.S. dollars, then the figure Joseph cited looks like a reasonable fit (to
me) for E0DWQLL specifically.

By the way, if you need more than one license, it's possible and sometimes
financially sensible to combine some Authorized User and some Floating User
Single Install license quantities. If you'd like the formal IBM
definitions, please see this reference:

https://www.ibm.com/software/passportadvantage/about_software_licensing.html#user

If you don't want to license z/OS Debugger Standard Mode per user, please
look at the other three product choices.
