Changing the subject? same post? it's been a long time since I've had any HFS files on any systems, IIRC until the HFS is mounted, somewhere, its will not show dataset usage statistics, to test that behavior mount the copied HFS file to your user directory and check the dataset stats. can't hurt as others have alluded to, I'd be looking to convert the ROOT HFS to a ZFS at the very least, there is a rexx utility that works very well converting HFS to ZFS.
BPXWH2Z -vc /hfs/zfs/ OMVS.FILESYSTEM.NAME found in SYS1.SBPXEXEC if used interactively, via TSO you can change the new name and add .ZFS as the last qualifier if you don't want the old HFS unmounted and the new ZFS remounted in its place. When I do a full volume copy with FDR and DSS, root utilization in 3.4 is blank. this is true for all 3 of the root 'not in use' sysres, root util is blank prod shows proper utilization. The only way I can make a copy show the utilization is to copy with name. Of course that is not desirable and you can see that isn't how it's been done in the past. Is this normal behavior? Will the root with no util be okay and show util once we start using it in prod?
