Jake, Once you start up the PCOMM printer session, you will see it Active in VTAM, but you won't see the ACT/S until it is in session with something (like getting Acquired in a CICS region).
We use a different emulator than PCOMM, so I can't really speak to how it's supposed to act. If we start a PC attached printer session, the screen shows a basic "Printer ready for work" message.
