SVC26 existed long before the Catalog address space did. I feel sure there are some paths that will not require access to the Catalog address space.

In order to understand this I took a SLIP dump right after SVC 26 invocation, in one of my test programs, and tried to read the SYSTRACE entries, in the dump, in between "SVC 1A" and "SVCR 1A" but I didn't get a clue on how communication may happen (if at all it happens).
