Those are very different terms. Blacklisted or blocklisted means that there is 
an issue with the owner and that blocking is recommended. Whitelisting means 
allowing something through that would otherwise be blocked.

I get the same message, apparently my ISP has been whitelisted, or blacklisted 
or whatever the goto term is this year, I've given up trying to post, and just
