I'm baffled by this. There is no need to APPLY an FMID before you can RECEIVE PTFs for that FMID. RECEIVE only requires that the FMID be in the Global zone. If the resolving PTF was available, you should have been able to APPLY the FMID and the PTF at the same time. It isn't unusual for an ERROR hold to be placed on an FMID.
