Few options are 1. JES3 - if your shop uses JES3, update initdeck to make these devices online and hot refresh JES3 or IPL. 2. AOM - if your shop uses AOM, update parms to bring those devices online with AOM. 3. IODF - update IODF offline parm to NO. This require dynamic IODF update 4. Commndxx - update commndxx to bring required devices online.
My recommendation is to use commndxx. This method is easy to implement with very minimum changes required. In future, its easy to find and maintain for other system programmers.
