I am not aware of any ability to adjust HSF buffers. That doesn't mean it can't be done. Only that I am not aware of the mechanism.
OTOH, you can affect buffer sizes for ZFS files. Look at meta_cache_size and user_cache_size in SYS1.PARMLIB(IOEPRMxx).
