The PSP Bucket for the server upgrade has a section for cross product 
dependencies.  In the case of a z15 upgrade with z/OS, this is the bucket:
        Upgrade 8561DEVICE, Subset 8561/ZOS
This is the item: 5. 19/09/12 CROSS PRODUCT DEPENDENCIES
However, the information is actually under a heading of:  "Optional Product 
Levels"  which has no number next to it.  It is going to show 
products/applications that are affected
by this hardware upgrade. For the most part, z/OS applications are affected by 
the z/OS upgrades rather than the server upgrade.

For individual applications, check their program directories and they will have 
a section called "machine requirements" which will
generally say something like "to install this it will require a System z 
processor that supports z/OS v.r"  > whatever that version and release may be.

If you refer to assembler, you had lots of answers.

Regarding high level languages, maybe you encounter some problems with very old 
compiler (OS/VS Cobol, Cobol II, PLI 1.x).
Very few about source, more about runtime because of LE.
So it's not HW related but IBM software environment.
There're anyway lots of online resources to learn from.
