Are those customers using the compiler or just the compiled executables?
This is in the vein of asking whether they're using PL/X because they are
using IBM products written in PL/X.

I embraced OMVS when I discovered that a script on desktop could
ssh to OMVS and invoke an EXEC which could allocate with BPXWDYN
and run Binder or use ADDRESS TSO (surrogate) to CALL privileged
programs such as SMP/E.
