I'd use the reader start time and date. YMMV.

Subject: SMF 30 "queued time" question

I submit a job in CLASS=X. It sits around for five minutes because there is
no CLASS X initiator available. When one becomes available it takes off and
runs, resulting in three or more SMF 30 records.

Question: what field would best reflect that five minutes waiting for a
CLASS X initiator? SMF30JQT? SMF30RQT? SMF30HQT? SMF30SQT? I am hoping for
something in the subtype 4 (Step End) record. Are any of these fields
meaningful there, or only in the subtype 1 and/or 5 record?

Does not have to be "perfect." The question trying to be answered is "the
3000 jobs that ran yesterday -- how much was 'wait for an Initiator' a
factor?" It would not matter if a second or three got added to or lost from
the answer.
