Step 3 is required for making the change global. But you can test it by entering the name of the table in the Edit Entry Panel for testing. It's at the bottom and will be remembered across logons

If using (E)JES instead of SDSF change the LMACJES2/3 members from sdsf to ejes It appears you have done 1 and 2 but skipped 3. Issue from any ISPF Panel: TSO ISPCCONF to do (3).
