This certainly makes more sense than the proposed path, but it will only work if the VSE systems have no dependency on things that run on the VM/ESA 2.4 system and expect VSE to be close. You should be able to wire through virtual CTCs for VTAM. But for example if you're currently sharing your tape units by dynamic attach/detach through Dynam/T VM, then that would be a problem (would need to migrate that to z/VM 5.2 as well).
